FWISD HS Sports Interest Survey - Pre-implementation Concerns
On July 14, 2018, Mr. Villegas, the attorney advocating on behalf of the girls to FWISD, expressed on concerns (see first letter below) of the District's potential over reliance on an "Sports Interest Survey" to determine the unmet athletic interests. First, the Office of Civil Rights has stated the use of a survey can not be used in isolation of other factors. Second, no such survey was used by FWISD to justify the support of Powerlifting (a predominantly male activity) through the addition of coaching stipends which where approved by the Board of Education during the exact same time frame it was notified of Title IX violations. Worse, Mr. McCulloch (a teacher in the District) notified the Board and upper administrative leadership of potential Title IX concerns the previous year.
