TXO7s Rugby Series

TXO7s Summer Tournament Series
2015 Will be the fifth season of the TXO7 Summer Tournament Series.  A number of tournaments this summer are being aligned with TOLA7s Tournament to provide cross exposure.  Youth/ HS teams will have the opportunity to watch a number of quality men’s and women’s competitions.  And, more senior-side clubs will see youth/HS matches and the quality players we are producing.

Based on early inquiries and responses to the preseason survey, this summer looks to be best yet.  More teams, better competition and great camaraderie.  It’s great to see so many clubs starting to embrace 7s Rugby as well as extend participation opportunities.

Please note that the TXO7s Commissioner reserves the right to: (1) add to or modify the following verbiage to improve understanding or address an overlooked issue; (2) modify the tournament schedule should a host no longer agree to the terms set herein; and, (3) change any team entry fees (if done at least three weeks before the tournament).

Player Eligibility
Divisions are based on the grade that the athlete just completed for the 2014-2015 academic year then by age. 

  • U19/HS Boys & Girls = Grades 9-12, Player must have been age 18 or younger on September 1, 2014.
  • U17/JV Boys = Grades 9-10, Player must have been age 16 or younger on September 1, 2014.
  • U15/MS Boys = Grades 7-8, Player must have been age 14 or younger on September 1, 2014.
  • U13/ES Coed = Grade 5-6, Player must have been age 12 or younger on September 1, 2014.

Athletes in grade 4, 6, 8, 9, or 10 may play up to the next grade/age-group.  No athlete may play down, except girls in grade 7.  Middle School Girls (grade 7-8) may also request approval from the TXO7s Commissioner to compete on a U15/MS Boys team.  Approval will only be considered after a review of all required supporting documents from the athlete's coach, physician (MD/DO), and custodial parent/legal guardian.


The team coach is responsible for having identifying documents on hand to verify CIPP status, grade and age.

Team Requirements
All teams must provide a completed and signed “TXO7s Team Roster” at the start of each tournament.  A team must consist of at least seven (7) players and compete with no more than twelve (12).  The team may roster an additional three (3) players to play with other teams as “free agents”. 

All teams must have a 200 Level Certified Rugby Coach.  Only the coach on the roster will be allowed to be field side.  All other persons must be behind the spectator rope/barrier. This includes water runners.

In the event two competing teams have jerseys that are too similar in color (and design) for the referee to easily determine the players on each team, a coin toss will be determine which team needs to wear an alternate jersey or approved equivalent for the match.

Rolling substitutions will be allowed to maximize playing time, teaching time, and reduce injuries due to fatigue or heat illness.

Every team must provide at least two players from their tournament roster to be Touch Judges for matches when their team is not playing.  See the tournament match schedule when posted for your responsibilities. Failure to provide players to Touch Judge as scheduled will result in the loss of TXO7s points.  An adult may not substitute for a player as a Touch Judge.

  • July 11 – Parrothead 7s Tournament, Tulsa, OK – Hosted by Tulsa Rugby Football Club
  • August 01 – Mudfish 7s Tournament, Dallas, TX – Hosted by Dallas Athletic Rugby Club (DARC)
  • August 15 (new date) – Horseshoe 7s Tournament, Shreveport, LA, Hosted by Shreveport Rugby Football Club

    Note: July 25/26 - Texas HS 7s Championship is independent from TXO7s.  Register via Rock Rugby.

Three (3) tournaments are exclusive to youth/high school.  These are indicated on the registration page.  All others are TOLA7s Tournaments and thus include adult teams.  TXO7s participants should know that participation in adult activities (i.e. consumption of alcohol or use of tobacco products) is neither appropriate nor condoned.   Individuals (whether player, coach, manager or parent) may be removed from further competition and asked to leave the tournament site.

Each tournament has the option to provide unique awards for the winners of each division.  Sponsorship is being sought to provide the top team for each division in the TXO7s Summer Tournament Series with a custom trophy at the end of the season.  Other awards will be determined based on sponsorship resources.  Emphasis is on participation, sportsmanship and comradery, not hardware.

To qualify for a TXO7s Tournament Series Championship Trophy, a team must compete in five (5) TXO7s tournaments with a minimum of one per month (June, July, and August).  All tournaments listed on the schedule are considered TXO7s tournaments. Divisional Champions are determined by a cumulative point system.  The team must also have at least five (5) players that consistently participate with the team.
Point System
7 pts = 1st place
6 pts = 2nd place
5 pts = 3rd place
4 pts = 4th place
3 pts = completed all scheduled matches
2 pts = provided players to be sideline judges as assigned
1 pts = integrated extra, non-team players

Points may be accumulated from multiple areas
(Example: team completed all scheduled matches, provided sideline judges and integrated players  = 6 pts.)
Registration & Payment
The team entry fee for all tournaments will be $125, except the Texas HS 7s Championship Tournament ($150). All team registration and payment must be done online.  The standard deadline for registration for all tournaments is as follows:
  • $125.00 – “Standard Registration” deadline is 11:59 pm the Saturday prior to the tournament (TX HS 7s Championship, $150)
  • $150.00 - “Tardy Registration” deadline is 11:59 pm the Monday prior to the tournament (TX HS 7s Championship, $175)
  • $175.00 – “Late Registration” deadline is 12:00pm (noon) the Wednesday prior to the tournament (TX HS 7s Championship, $200)

Players not associated with a team participating in a tournament may register independently as a “free-agent” under the appropriate division.  The fee is $15 per event.  Individuals are encouraged to register on online to guarantee entry and placement with a team.  “Free-agent” players will either be assigned to a team low on players or combined with other individuals to form a "barbarian" team.

Refund & Rebate
Teams will be notified and provided the opportunity for a refund, if a minimum of four (4) teams are not registered in a given division (i.e. U17/JV Boys) by the Saturday prior to the tournament date.  No refunds will be provided to teams that withdraw after the "Standard Registration" deadline if a four (4) team pool was established or if a team doesn't show to a tournament.

Teams that can provide a certified referee will be eligible for a $60 rebate on the entry fee for the tournament that one was provided.  The designated individual should be prepared to center referee three matches.  The rebate is only available if additional referees are needed.


Sportsmanship / Code of Conduct
All participants and spectators are expected to display conduct that supports the positive culture of rugby and good sportsmanship.  This includes, but is not limited to, use of appropriate, family-friendly language as well as the demonstration of respect for officials and opponents.  Aggressive play that appears to the referee or other tournament official to be disrespectful or dangerous to another player will not be tolerated.

All persons, not competing in a given match, are to remain off the fields and on the spectator side of the ropes/barriers.  No exceptions!  Individuals that use inappropriate language or display poor behavior will be dismissed from the area.  Teams are responsible for the conduct of their participants and spectators.  Disciplinary actions may be taken against teams that do not constrain disruptive individuals related, directly or indirectly, to their group.  

Disciplinary Decisions/Actions
  1. The center referee has the option to issue an on-field penalty of a 10-meter loss, yellow carding the captain, or calling the game on any match where coaches, off-field players, or spectators fail to demonstrate an appropriate level of sportsmanship after a warning is provided from the referee, a tournament official, or the TXO7s Commissioner.
  2. The TXO7s Commissioner and/or Tournament Director will make decisions on any immediate actions that need to be taken during any particular tournament for onsite violations. This may include the onsite removal of a team from the tournament without refund.
  3. If follow-up actions are deemed warranted, a committee will be formed composed of the four club administrators who have teams participating in the TXO7s Rugby Series and the TXO7s Commissioner to consider the incident and decide on an appropriate disciplinary action.
    Standing Actions for Player Eligibility Violations
  • Any team fielding a player that is older than allowed for the age-group will forfeit the match(es) in which the player competed.
  • Any team fielding a player that is not CIPP registered will forfeit any points achieved towards an award
  • Any team found repeatedly playing non-CIPP’d athletes will be disqualified from participating in the remaining tournaments or subsequent tournament series, if the infraction occurs with three or less tournament left in the current season.
